The strategic scarcity of human intelligence has been a defining feature of human progress. With artificial intelligence now seemingly abundant, a dangerous illusion has emerged: that intelligence itself is no longer scarce.
This essay argues that intelligence access — when availed as a service rather than owned — is the most consequential geopolitical and organizational risk of our era. Without deliberate cultivation of human cognitive capacity, societies and institutions risk becoming dependent, leveraged, and ultimately strategically subservient to those who own the intelligence infrastructure and control its access.

Human intelligence is the most elaborate ornamentation of the natural world. The human brain evolved not merely to react but to reason; not only to adapt but to imagine and synthesize. This capacity became humanity’s most strategic asset — the basis for governance, coordination, culture, and technological progress itself.
Today, intelligence seems abundant. Artificial Intelligence — once a distant promise — now delivers reasoning, pattern recognition, synthesis, and generation at scale, accessible globally through cloud platforms and APIs. This apparent democratization is being positioned as the great equalizing force that can commodize the once strategic differentiator - intelligence - and everyone is eager to depend on it to harness its power.
Hidden in this apparent abundance is a critical vulnerability. Artificial Intelligence and its access is controlled by a handful of corporations and states, who have the ability to restrict access at will. In an increasingly fractured geopolitical environment, where alliances are unstable, dependency means leverage and economic tools are instruments of persuasion, the real strategic asset is not AI capability — it is the ability of humans to think independently, adapt, and sustain judgment under uncertainty.
Our cognitive sovereignty is our most strategic asset.
When intelligence is availed as a service, it created an asymmetric dependency that threatens to exponentially weaken the cognitive sovereignty of users. This cost of intelligence-as-a-service is not visible immediately. It starts slowly - barely noticeable at first - and compounds over time.
